The creator of a filter or dashboard is the owner by default. Only owners can edit their saved filters and dashboards. In cases where an owner can no longer maintain a filter or dashboard, a Jira administrator can change the owner. If a Jira administrator must make changes to a filter or dashboard, he or she must take ownership of it. This is undesirable, so generally filter and dashboard creators should maintain their filters and dashboards.
